Call to Order
Mr. Surface called the meeting to order at 8:05AM.
Board Business
Richardson Lane
Nick Cracknell, Town Planner was present and he explained why he was here. He stated that Richardson Lane was on the ATM in May but because the owner had issues with the deed for the road. He explained the issues and that we now have easements from all homeowners. He stated that all 7 deeds were ready to go for Town Meeting. Discussion on the lots and how they were sold.
Mr. Fowler asked if the town could wait until spring on this acceptance. Mr. Cracknell stated that we do not gain anything by waiting and if anyone sells we would have to get new easements. He stated that this also allows this road to be added for Chapter 90 Funds.
Mr. Fowler moved to request a report and refer the layout of Richardson Lane to the Planning Board. Mr. Smith seconded the motion and the motion was approved by a unanimous vote.
Official Town Map
Mr. Cracknell showed an updated Official Town Map to the board. He explained that he has updated the map and that the map has not been updated since 1984. He stated that he does not know if the BoS must hold a Public Hearing on the Official Town Map. He stated that if there are more then two homes on a street it must be shown on the official Town Map and there are some that have never been shown on the map and should be. He stated that they will be going to a Digital Map, will fix clerical errors, and add open space. Mr. Fowler asked that they check with Town Counsel about the liability of road not shown on the map and he asked what the Police use for emergency services. Mr. Farrell stated that they also have the tax maps which show all streets.
Mr. Cracknell stated that except for notice if needed the Official Town Map approval is all set for a public hearing if needed and then Town Meeting.
Mr. Egenberg moved to refer the amended Official Town Map to the Planning Board for a report and adoption at the STM November 14, 2011 and to hold a public hearing if required on November 7, 2011. Mr. Smith seconded the motion and the motion was approved by a unanimous vote.
Executive Session
Mr. Smith moved to go into Executive Session to discuss labor issues. Mr. Fowler seconded the motion and the motion was approved by a roll call vote.
Mr. Smith moved to adjourn the Executive Session. Mr. Fowler seconded the motion and the motion was approved by a roll call vote.
Board Business
Mr. Surface stated that they have to do the Police Chief and Town Administrator review soon.
Mr. Egenberg asked about the warrant and that there where no dollar amounts in the articles. Mr. Farrell stated that the dollar amounts would be in the motions.
Mr. Fowler asked that the board look at the SOP for STM at the next meeting.
Mr. Smith moved to adjourn. Mr. Fowler seconded the motion and the motion was approved by a unanimous vote.
